ROADS & THE RIGHT-OF-WAY
    The Highway Department is finding obstructions in the Town’s right-of-way that are not permitted.  Plantings, mulch, trees, rocks, and decorative pavers ARE NOT PERMITTED.
     These structures of any size obstruct drainage from the roadway and cause other road problems. 
     RSA 236:15 states that any building, structure or fence within or over any highway is a public nuisance.  Please do not place any such items in the right-of-way or they are subject to being removed by the Highway Department.  Please remove any such obstruction to avoid further action.  In general, the town right of way is 13 feet on either edge of the paved surface.

DRIVEWAY PAVING PERMITS

     Before any driveway is paved or resurfaced, approval is needed from the Road Agent.  Grading and drainage issues need to be checked before any pavement (new or replacement) is installed.  New driveway construction also requires a permit from the Town.  The Planning Board Driveway Regulations, new driveway construction permit, and the driveway paving permit are all available on this page.   

     Driveway permits and an inspection are also required when installing or relocating your driveway, for improvements such as garage construction.  Contact Road Agent Guerwood Holmes at 300 7429 for more information.  Permit forms and regulation information are also available at the Selectmen's Office during regular office hours.

RIGHT-of-WAY REMINDERS:

    
Please be reminded that the Town’s right-of-way is 50 feet wide on most town roads.  During the winter season, the snowplows need the right-of-way area for snow storage and drainage.  The right-of-way generally extends 13 feet from the pavement on either side.

Do not place loam, seed, fences or stone walls within the right-of-way areas.  


 
WINTER PARKING BAN

 
     The Town of Fremont's Winter Parking Ban is in effect from November 15th to April 1st.  It is unlawful for any person to stop, stand or park a motor vehicle at any time contrary to any of the following provisions of this Section unless otherwise directed by a Police Officer.
     1.  Within the Town of Fremont, from November 15 to April 1, no parking is permitted on any public street or any town-owned right-of-way, or in any town-owned parking lot between midnight & 6:00 am.
      2.  In the event of a winter snowstorm requiring snow plowing and/or removal as deemed necessary by the Fremont Road Agent, it shall be unlawful for any person having custody and/or control of any vehicle to park or cause the same to be parked within the public right-of-way, or on any public street or any town-owned right-of-way during a snow storm.  Vehicles interfering with snow plowing or removal operations shall be towed at the owner's expense.

A permit is also required for construction of a new driveway.

If you are just constructing a new driveway, the fee is $65.00.  If you are submitting a permit in conjunction with new construction, consult with the Building Inspector for the fee schedule.

If you need to bond your driveway for the final paving work,
please contact the Road Agent for information.  Forms and other
information are available from the Selectmen's Office or the Building Inspector. 
This is generally done seasonally (based on ability to pave) and is at the discretion of the Town and the Road Agent.

DAM INFO
 The Town was notified, informally in the summer of 2008, that the owner of the Brentwood Dam has received State approval to open his gates for emergency repairs.  This is posted as information only, and is under no authority of the Town of Fremont NH.
The Town has been informed that the Scribner Road Dam is being kept open pending repairs, and to allow for expansion of rains, and to avoid further flooding.
